Obtaining Tokutei Ginou Level 2 removes residence restrictions and allows family accompaniment. Pass rates vary widely by session (recently 10–68%, and likely to tighten after the December 2025 format change), and adequate study materials are scarce. UKARU was created to solve this problem.
